| 1.0 To provide quality programs to
meet the on-going, changing needs of students. |

1.1 To administer annual internal evaluations and needs
assessments of each program.
1.2 To conduct periodic external reviews/evaluations of current and
future programs.
1.3 To provide inclusive. sequential programs preK-12. with continua
of educational
services and facilities, within single communities. |
| 2.0 To create and maintain a stable financial
infrastructure. |

2.1 To require member communities to refer all outside
placements to Charms for first refusal.
2.2 To form a foundation (501C3) to accept to accept gifts, grants,
and other bequeaths.
2.3 To establish a cadre of active school volunteers to write grants,
lobby elected
officials, and assist students.
2.4 To consider increasing Charms governance membership. |
| 3.0 To provide stable and appropriate facilities to accommodate programs and services. |

3.1 To provide on-going and regular orientation presentations
to school committees regarding collaborative programs and the need
for appropriate facilities.
3.2 To provide public education programs to explain the Collaborative
and the need for public school facilities.
3.3 To create by-laws that outline how members will share responsibility
for providing facilities. |
| 4.0 To provide comprehensive professional development opportunities for both Charms and districts. |

4.1 To develop and implement a comprehensive assessment
process to meet Charms and district professional development needs.
4.2 To provide staff training to meet local, state, and federal regulations.
4.3 To provide staff development that sustains and enhances present
programming within the Charms Collaborative. |
| 5.0 To expand collaborative networks of formal and informal communications. |

5.1 To provide an on-going internal mechanism to increase
dialogue and problem solving activities within the Charms Collaborative.
5.2 To develop a formal public relations and collaborations program. |
