Charms Collaborative CHARMS Collaborative is a regional educational collaborative chartered by the Commonwealth's Department of Education in 1975 to provide the full range of mandated services for children and adolescents with special needs. The Collaborative provides mainstream public school-based programs and services for behaviorally handicapped and learning-disabled students from pre-school through high school.
